Filings
The U.S. Securities and Exchange Commission says: "All Government-created content on sec.gov and EDGAR public filing content are free to access and reuse." It also says: "Information presented on sec.gov is considered public information and may be copied or further distributed by users of the web site without the SEC’s permission." The first sentence is on the webmaster FAQ. The second is on the privacy information page.
Filings are company-authored. They are not United States government works, and copyright in the original expression may remain with the filer. The facts and the numbers are not copyrightable. Feist Publications, Inc. v. Rural Telephone Service Co., 499 U.S. 340.
